A general analysis of national-level MDG achievement often overlooks pockets of disadvantage. This report examines child marriage, gender-based violence, cases of abduction, gender inequality, and the unequal relationships and opportunities that face Hmong adolescent girls, an ethnic minority in Viet Nam.
In order to address these unequal relationships and to create opportunities for Hmong adolescent girls, this report calls for integrated programming packages that include social protection, community and school-based education programming, mentoring, and labour market and law enforcement initiatives.
