เพื่อพัฒนาความรู้และศักยภาพให้แก่ผู้ปฏิบัติงานคุ้มครองเด็กสำหรับวางมาตรการหรือหาแนวทางดำเนินการคุ้มครองเด็กที่เป็นมาตรฐาน รวมถึงตัวอย่างเครื่องมือตำาง ๆ สำหรับจัดเก็บข้อมูลสำรวจความต้องการและสถานการณ์ด้านการคุ้มครองเด็กในภาวะภัยพิบัติเพื่อปรับใช้ในการดำเนินกิจกรรมเพื่อเตรียมความพร้อมตามความเหมาะสม ตั้งแต่ขั้นตอนการจัดทำแผนเตรียมความพร้อมการรับมือ และการดำเนินการหลังเกิดภัยพิบัติซึ่งเป็นไปตามมาตรฐานการคุ้มครองเด็กในภาวะฉุกเฉินในระดับสากล และสอดคล้องกับแผนการป้องกันและบรรเทาสาธารณภัยแห่งชาติ พ.ศ. 2558
