Uganda hosts more than 1.3 million refugees, one of the most in the world. It is widely acknowledged as having one of the most open and progressive refugee policies globally and is a trailblazer for the Global Compact on Refugees and its Comprehensive Refugee Response Framework (CRRF). However, lack of funding means that essential services for refugee children now face imminent closure. At the first Global Refugee Forum, 40 NGOs are warning that the international community is failing in its commitment to share responsibility for responding to the crisis.
