This policy brief, developed by Save the Children and partners, reviews progress on education pledges made during the Global Refugee Forum (GRF) 2023, focusing on the perspectives of refugee teachers in Kenya’s Kakuma and Dadaab camps. Through consultations using the LEARN reflective framework, refugee teachers assessed advancements in inclusive education, higher education access, digital connectivity, and teacher-related pledges. Findings indicate notable progress, including integration of refugee learners into national curricula, improved teacher training, and emerging certification pathways.
However, significant challenges persist which include overcrowded classrooms, inequitable teacher recognition and remuneration, limited resources for learners with disabilities, and inadequate digital infrastructure. Teachers emphasized their adaptive leadership in bridging gaps and proposed priorities such as formal recognition, investment in infrastructure, expanded scholarships, and digital access. The brief underscores the impact of global funding cuts on staffing and morale, while highlighting refugee teachers’ resilience and commitment. It concludes with a call to action for governments and donors to invest in refugee teachers as agents of change, ensure accountability on pledges, and protect education funding to sustain progress toward inclusive, quality education for all.
