“The Global Partnership for Education (GPE) funded project, Education Sector Program Implementation Grant (ESPIG) was managed by Save the Children International, Bhutan Country Office (SCI) and implemented by the Ministry of Education and Skills Development (MoESD) across all 20 Dzongkhags (Districts) and four Thromdes (Municipalities). The project had two components: Component 1 focused on improving access to quality ECCD programs through establishment of centres and equipping the centres with required teaching and learning materials and resources. The component also focused on improving quality of ECCD program through capacity enhancement of ECCD program management officials at MoESD, District and Thromde Education Officers and ECCD facilitators. Component 2 focused on enhancing national education assessment system by developing a robust National Education Assessment Framework (NEAF) for grades three, six, and nine, alongside building the capacities of relevant stakeholders at national and sub-national levels to implement the NEAF. The project was implemented nationwide from 2018 to 2023. This end of project evaluation is carried out to assess the achievement of the project objectives and indicators of achievement outlined in the Results Framework of the project, corresponding to each of the two components and subcomponents as per the project theory of change and logical framework. The evaluation referred the Organization for Economic Co-operation and Development Assistance Committee (OECD/ DAC) and GPE suggested criteria of relevance, efficacy, effectiveness, and sustainability to assess the intended outcomes. In doing so it applied mixed methods entailing both qualitative and quantitative and secondary data to make the evaluative judgements. The findings of the evaluation is presented by the evaluation criteria discussed above”.
