Annually, the U.S. Congress sets aside approximately $60 billion for U.S. international affairs spending, directing a substantial share of those investments toward global development priorities like climate adaptation and preventing future pandemics. Donors collectively spend approximately $200 billion yearly for official development assistance (ODA). Significant portions of that money flow through a relatively small number of organisations that act as ‘prime’ contractor grant holders.
This report enables local organisations, social enterprises, and other actors to understand the business practices of the largest prime contracting organisations in global development, especially in determining which players best keep their commitments.
