The Global Protection Cluster, the Child Protection and the Gender-Based Violence Areas of Responsibility, and the Global Education Cluster envisage more inclusive and participatory coordination mechanisms as having huge potential for a system-wide shift. Investing in the development of the technical and institutional capacity of local and national actors is one of the first steps to advancing effective localization. This framework supports local and national members of the Child Protection and Education Country coordination groups to improve their operational capacity in key areas. It comprises a structured set of processes to identify institutional capacity gaps or needs and offers options and opportunities to fill them. It includes information on how to apply acquired knowledge, skills, and techniques; how to monitor performance and how to integrate continuous institutional capacity development efforts into programmes and operations. The framework is a living document and will have periodic reviews and updates to support monitoring and continuous institutional capacity development.
