For Human Dignity: The World Humanitarian Summit and the challenge to deliver

This paper, submitted by Oxfam International prior to the 2016 World Humanitarian Summit, outlines four tests that the summit must pass in order to make change toward ensuring a successful humanitarian response. Each test puts people and civil society in focus, making good their agency, knowledge, resilience and rights.
