The 2011 ‘Field Handbook on the Implementation of UNHCR Best Interests Determination Guidelines’ is the product of a joint effort between UNHCR and IRC, which included much dialog with field practitioners. It provides practical guidance on the implementation of UNHCR’s best interests determination guidelines. A core component of UNHCR’s work is the protection of refugee children. “Best interests” procedures, which integrate an Age, Gender and Diversity approach are a key protection tool for girls and boys at risk, including unaccompanied and separated children. Through this field handbook, UNHCR strengthens its capacity in this area by providing training, developing learning tools and providing detailed guidance to its operations
