The Horumarinta Elmiga (HE) Education Sector Support Programme represents one of the most substantial and sustained education sector investments in Somaliland’s recent history. Implemented across four phases from 2013-2025 with €40.1 million in European Union funding, the pro-gramme adopted a comprehensive systems-level approach to addressing persistent challenges in educational access, quality, and institutional capacity. Led by Save the Children in partnership with CARE International and the Ministry of Education and Higher Studies, HE targeted all six administrative regions of Somaliland, reflecting its ambition to achieve sector-wide transformation.
This final multi-phase evaluation employed sophisticated mixed-methods analysis including quasi-experimental impact assessment, propensity score matching, and extensive qualitative investigation to assess cumulative impact across the entire implementation period. The evaluation examined school-level interventions, systems strengthening components, teacher development, TVET programming, and coordination mechanisms to provide rigorous evidence of programme effectiveness and learning insights for future programming.
