This endline evaluation assesses the “Promoting Inclusive Empowerment for Women, Girls, and Boys in Upper Egypt” project, implemented in Assiut Governorate from July 2022 to August 2025. Led by Save the Children in partnership with Humanity and Inclusion and local organizations, and funded by the Italian Agency for Development Cooperation, the project aimed to foster economic and social inclusion of marginalized women and youth, including persons with disabilities, in line with SDG 8. The project achieved all intended objectives, with several indicators—such as financial literacy, life skills, and income generation—exceeding targets. Despite financial and procedural challenges, the project demonstrated strong relevance, efficiency, and sustainability. Inclusive design, capacity building, and policy advocacy contributed to lasting social change, including shifts in gender norms and reduced disability stigma. Overall performance, rated against OECD DAC criteria, was very satisfactory.
