Save the Children Myanmar
Save the Children International’s endline evaluation of its Sponsorship-funded Child-Centred Community Development Programme in Hpa-An Township, Kayin State, Myanmar (2017–2027), reveals significant progress in child development, education, health, and adolescent sexual and reproductive health across 85 villages, despite severe disruptions from COVID-19 and political conflict. Utilizing a mixed-methods approach evaluated against OECD/DAC criteria, the report highlights key successes, including early childhood development scores doubling to 66%, sharp rises in problem-solving abilities through catch-up clubs, the near-elimination of open defecation, and an 86% drop in the acceptance of child marriage. However, seven of 24 outcome indicators missed their targets, particularly regarding health-service uptake and early childhood hygiene infrastructure. As the programme approaches its 2027 handover, sustainability remains threatened by high volunteer turnover, implementation fatigue, and misalignment with national priorities, prompting recommendations to consolidate community ownership, formalize transition mechanisms, and prioritize targeted, cost-effective interventions.
