The primary purpose of the endline evaluation was to assess the relevance, efficiency, effectiveness, and sustainability of Catch-up Clubs (CuC) and Teaching at the Right Level (TaRL) as approaches for remedial learning.
The evaluation utilized a pre-post design, comparing baseline and endline data to assess changes in literacy and numeracy proficiency as well as learner wellbeing and teacher motivation in the targeted districts of Bundibugyo, Kasese, and Ntoroko. The difference between baseline and endline indicator values was used to measure the impact of the Catch-Up Clubs (CUC) project.
The Catch-Up Clubs (CUC) remedial learning project has significantly enhanced literacy and numeracy outcomes among learners. Notably, looking the highest levels of proficiency, the project has raised numeracy skills (Leve3 & 4 combined) from 27% at baseline to 79% at endline, while literacy proficiency (Level 4 & 5 combined) rose from 6% at baseline to 59 % at endline. These gains are evidenced by improved performances in the Primary Leaving Examinations (PLE), where school heads attributed notable improvements to the remedial initiatives.
