Generally, it is possible to conclude that the project was relevant because it addressed the problems and priority needs of the communities identified in the baseline. It created access to quality primary education for Out Of School Children (OOSC) by improving learning environment and building capacity of stakeholders. The project efficiently and effectively utilized the allocated budget, staff, logistics for intended purpose though there were high staff turnover and shortage of vehicles to monitor and efficiently provide technical support. The project has effectively improved learning environment, learning quality and enhanced local capacity to support children’s learning. The project was impactful because it reduced dropout, increased attendance rate, enhanced the use of teaching aids and active learning methodology by teachers and improved capacity and accountability of community and government structures. Sustainability seems to be ensured in terms of stakeholders’ capacity though it is not well confirmed in areas such as constructing and equipping classrooms and reducing classroom – student ratio. All these confirm the practicability of the project theory of change in similar areas of interventions.
