Sri Lanka has made impressive progress in achieving almost all the target of the Millenium Development Goals and a Human Development Index of 0.757 (in 2014); however, malnutrition continues to be an issue. Although the country has achieved some remarkable development gains, the degree of district disparity continues to be a discouraging factor. Vulnerable groups in Sri Lanka are mainly concentrated in post-conflict affected areas, the urban poor and in the plantation sector. Population clusters in these pockets are deemed to be at a disadvantage in realizing the overall progress in human development.
