This report presents the results of the baseline Early Grade Reading Assessment (EGRA) administered in November 2021 in Egypt as part of the Literate Village (LV) Project. In collaboration with the Community Education Sector at the Ministry of Education, LV undertook an Early Grade Reading Assessment (EGRA) in a sample of community schools in the Minia governorate. The EGRA helps identify how well children in the early grades of primary school are acquiring reading skills, to identify any gaps in their skills, and ultimately to focus on improving performance in these core areas.

The assessment was administered to 368 students in grades two and three across five districts in the Minia governorate. The study follows a longitudinal research design to monitor children’s learning levels. The same group of children will be assessed twice with an interval of 2 school years. The baseline assessment in November 2021 will be succeeded by an endline assessment in April 2023. The pre-intervention (baseline) assessment was conducted prior to the commencement of the LV intervention.
This study aims to answer the following research questions:

1. Prior to the commencement of the LV intervention, what is the status of the early grade literacy skills among grades two and three children in the Minia governorate?
2. What factors (such as children’s, grade, and district) are associated with children’s early grade literacy skills?
