The EFA Global Monitoring Reports were begun by UNESCO in response to the Dakar Framework for Action, Education for All: Meeting our Collective Commitments, which was ratified by a 164 governments in 2000. The EFA Global Monitoring Reports monitor progress, highlight remaining gaps, and provide recommendations for the global sustainable development agenda of 2015.

This monitoring report assesses the progress made towards the Education for All goals, established at the aforementioned forum in Dakar. It analyses whether or not commitments are being upheld and suggests possible ways to continue measuring progress. These findings are intended to help shape the post-2015 global education agenda.
