CRCCT Universal Periodic Review – Thailand (4th cycle, April 2026)

This submission, prepared by the CRC Coalition of Thailand for the Fourth Cycle of the Universal periodic Review (UPR), assesses Thailand’s progress in implementing children’s rights and identifies key areas requiring further action since the previous review.

Drawing on evidence from civil society organizations, national and international research, and recent policy developments, the report examines ten priority issues affecting children: online sexual exploitation and abuse, the rights of stateless, refugee, and undocumented migrant children, corporal punishment, children under special security laws, child early and forced marriage, SOGIESC legal identity and inclusion, quality alternative care, children’s rights to a healthy environment, children in emergency and conflict situations, and freedom of expression and peaceful assembly.

While acknowledging positive developments, including the prohibition of corporal punishment and expanded access to education for stateless and migrant children, the report highlights persistent legal, policy, and implementation gaps that continue to undermine children’s rights. It concludes with targeted recommendations to strengthen legislation, child protection systems, accountability mechanisms, and cross-sectoral coordination, in line with the Convention on the Rights of the Child and other international human rights standards.
