Although not intended as an interagency standard, this document is intended to provide NRC staff and other humanitarians with suggestions and considerations to make decisions, ensure adequate planning and minimize risks to the affected population of a crisis.
Evacuations are one of the most delicate operations in a crisis environment. When states or the managing authority are unable or unwilling to protect civilians, the humanitarian imperative compels humanitarian organisations to provide assistance wherever it is needed. The daunting task of evacuation can often greet humanitarian actors who are ill prepared, underequipped and inadequately support to carry out the task. This guidance seeks to support reflection around common dilemmas faced in cases where humanitarian evacuations are being considered. Specific recommendations are given to minimize the separation of children and the particular vulnerabilities of children are highlighted.
