Cluster Approach Evaluation: Final

The cluster approach aimed to strengthen predictability, response capacity, coordination and accountability by strengthening partnerships in key sectors of humanitarian response. This evaluation was commissioned to determine whether, two years later, the approach had led to any measurable improvements in capacity, coverage and predictability of humanitarian response.
