Children are particularly vulnerable during infectious disease outbreaks. This is partly because children with other conditions may fall ill but also as environments in which children develop and grow may be disrupted. In addition to this, it is also likely that measures used to prevent and control the spread of diseases can expose children to protection risks.

This guidance note provides an overview of the child protection risks associated with disease outbreaks. It also provides practical steps for child protection case management actors to follow in order to prepare for the impacts of disease outbreaks. It focuses specifically on eventual impacts on access to children and their caregivers in and outside of refugee camps, based on the scenario that access may become limited by measures taken to prevent and control the spread of the disease.
