The ‘Building Community Resilience through Locally-Led Anticipatory Action’ document presents a strategic blueprint for embedding anticipatory action at the community level in Sri Lanka. Developed under the Humanitarian Fund (HF) supported “Strengthening Community Readiness and Response” project, it demonstrates how communities, local partners, and government institutions can anticipate risks together, act early, and strengthen resilience from the ground up. This document consolidates practical lessons, approaches, and innovations from the project, offering guidance for scaling locally led anticipatory action within broader disaster management frameworks. By highlighting inclusive decision-making, community leadership, and cross-sector collaboration, the document provides a reference for government stakeholders, civil society organizations, and development practitioners seeking to institutionalise proactive, community-driven approaches that protect lives, reduce disaster impacts, and build long-term resilience.
