The QoS tool is an internal tool for service providers which should be integrated into information management systems and more specifically into the evaluation of the quality of services provided to children and youth on the move.
The QoS-CYM tool is the result of a participatory and inclusive process, which involved first and foremost the actors of the CYM protection systems (Mobile teams, One-Stop-Shops, hope points, reception centers, and foster families), in the four PROTEJEM countries (Senegal, Gambia, Côte d’Ivoire and Guinea). The tool was developed according four main stages: i) a country diagnosis that supported the development of standards and criteria that guarantee minimum quality standards and the design of tools to assess their level of application; ii) training on the tool and its use for actors in charge of relevant mechanisms and services; iii) the accompaniment of teams in the experimentation of the tool in pilot services; IV) the finalization of the tool following its experimentation, reporting, and compilation of its results during a capitalization workshop.
The tool of measuring the quality of services for children and youth on the move, while integrating the principles and minimum standards in the field of child protection, is, therefore, an additional tool for protection actors to evaluate, on the basis of the proposed standards, their practice in the field of protection and support of migrant children and youth, and to identify measures to improve its quality and effectiveness.
