More than three million children in Somalia are out of school. In many areas across the country, parents are not able to fund their children’s education due to endemic poverty. Education in Somalia is mainly driven by contributions from parents, international organizations and community support.

The purpose of this document is to articulate the existing capacities and funding gaps in the Education in Emergencies (EiE) sector in Puntland and put forward long term solutions that would contribute to quality, gender-sensitive and sustainable EiE services in the region. Save the Children developed this strategy in collaboration with the government (Ministry of Education) based on mutually agreed priorities and transition strategies as one of the long-term goals of the MYRP.

The document also seeks ways to leverage ECWs initial investment in order to ensure that the gains achieved during the ongoing project are safeguarded and built upon, particularly in the post-Covid context which has presented additional complexities for emergency affected children. This will be achieved by seeking other investments and contributions as outlined in section 3.6, as well as through close coordination with ongoing initiatives across multiple actors and stakeholders in the education system in Puntland in order to avoid duplication.
