This report responds to the analysis and recommendations of a global coalition of adolescent health experts who find that the world will never achieve Goal 5 of the Sustainable Development Goals aiming to “achieve gender equality and empower all women and girls” by 2030.

It argues for broader indicators to track progress toward SDG5, including:

  1. Tracking how empowered girls and boys feel to ask for help on a community level
  2. Tracking how safe boys and girls feel in their neighborhood

Furthermore, it argues that all gender equality work should be grounded in a life-course framework to achieve sustainable change. Such a framework would make the planning of interventions age-appropriate to enhance the potential impact of development programming.
