This aide-mémoire draws on research by partners, based on interviews with non-state armed actors and de facto authorities, field-level negotiators, and humanitarian staff across some conflict-affected contexts, including Mali, the occupied Palestinian territory (oPt), and Yemen. These findings are complemented by additional case studies in other contexts, expert consultations, and Save the Children’s century-long experience in humanitarian and child rights work.

Together, the evidence provides policymakers with evidence and recommendations for more child-centred approaches that strengthen children’s access and raise the floor of protection for all civilians.
