This report documents the five-year evolution of Save the Children’s Catch-Up Clubs approach in Uganda, from a COVID-19 emergency learning response to a nationally recognised model for remedial education. Drawing on implementation, evaluation and research evidence across refugee and host-community contexts, it explores how the approach adapted over time to improve effectiveness, cost-efficiency and sustainability. The report presents learning outcomes, operational adaptations, institutionalisation efforts and lessons for scaling remedial learning through government systems, contributing to the development of Uganda’s national U-Catch Up programme.
